There are no specific eligibility criteria for the TOEFL exam prescribed by the ETS. If candidate has completed 10+2 or equivalent education from any recognised institution and wants to get admission to universities, colleges, or educational institutions in English-speaking countries can apply for TOEFL.

TOEFL, IELTS and PTE are all English language proficiency tests and serve the same purpose. Candidates are only required to take one of the three tests to prove their English speaking abilities. It is important to check on the official website of your preferred university for the English test scores they recognize and go ahead with one that is best suited to your skills. You can check the individual requirements such as GRE TOEFL etc. On the links itself. https://studyabroad.shiksha.com/ms-in-abroad-dc11509
Narrow down your choice based on your budget, university admission requirements, your profile, location and climate preference etc. In terms of post study work options Australia and Canada are better.
