Universities abroad have their SET deadlines and application rounds. Depending on the university you have to apply by the deadlines. Usually if you are applying to USA admission rounds starts opening from Aug onwards and you can start classes only from the following year. Its not like you apply in July and start classes from Aug same year. One year is required for the entire application process.

If the program you are applying to requires these tests then certainly you must prepare. Considering Harvard and Oxford, remember they will evaluate your overall profile and you must be an allrounder, mere taking these tests alone won't help. Perhaps you can share your desired program of study for better guidance.

If your English is not strong plus if you are planning to study abroad I will strongly advice you to improve your English communication skills. How will you converse with students and how will you sustain the English speaking environment if you are not well-versed with the language of communication. Nevertheless you will need an all-rounded good performance in your test to pass the TOEFL decently.

The best books for TOEFL:
The Official Guide to the TOEFL Test by ETS Official TOEFL iBT Tests Volume 1 and Volume 2
Barrons Essential Words for the TOEFL
For GRE, The Official GRE Super Power Pack from ETS is mandatory. Also follow books by
Manhattan and Kaplan.
For GATE books basis subjects.

Yes you can. Most of the applicants do a self study. There are plenty of resources online such as online test prep materials, practice test modules etc. Take practice tests, it is the best way to understand your areas of improvement. Some of the best books for GRE include
The Official Guide to the GRE by ETS, Manhattan Series and Barron's GRE Practice Tests. For TOEFL you can check The Official guide to the TOEFL by ETS and Kaplan TOEFL iBT Premier.

Regarding preparation of these tests, I would suggest you to join some good coaching institute in your city which offers quality coaching for SAT and TOEFL or IELTS.
These institute offers regular and weekend classes, plus they conduct mock test on regular basis.
