Hi, there is a particular TOEFL scholarship programme in India awarded to students on merit to study abroad. The eligibility is as follows:
1. reside in India
2. start an undergraduate or graduate degree program at a college or university listed in the TOEFL Destination Search
3. hold a grade point average of 80 or higher on a 100-point scale, or a 3.0 grade point average or higher on a 4-point scale
4. demonstrate English proficiency with a valid TOEFL score
5. Complete the initial application by the specified date.

To get 6.5 bands in IELTS is not difficult at all. You just have to be familiar with the exam pattern and a practice of 1 to 2 months is enough to crack IELTS paper.
Moreover, keep in mind that IELTS is widely accepted in all European countries, while TOEFL is favoured by USA and UK.

Hi Janu,
A good GRE score would be around 310 and TOEFL 100+ depending on your profile and test score. The cost can vary depending on the college and location, but at an average it may cost you around Rs.9 lakhs to Rs.15 lakhs including living expenses.
