I think you did not go through the university website properly as all the information is clearly mentioned on the website. NYIT offer BS in ECE and mechanical engineering, there is no B.Tech abroad, the program page mentions the SAT score is required. For international students whose first language is not English, you must take TOEFL exam. This is what they say 'If you graduated from a US high school or with a four-year Bachelor's degree from a regionally accredited United States institution, then you do not need to take the TOEFL, IELTS or PTE exam. '

Not every university in the US requires TOEFL. Top-ranked universities like MIT or Harvard do not require a TOEFL. Admitted students are brilliant enough and do not require a TOEFL score to prove their proficiency.

IELTS is used for educational, immigration and occupational purposes, and is accepted by over 9,000 institutions across 130 countries worldwide majorly in UK, New Zealand and Australia. TOEFL also has worldwide acceptance now.
TOEFL exam, questions are almost multiple choice, whereas, IELTS requires you to respond to a range of different question types such as short answer, gap-filling and short essay tasks. The IELTS is significantly shorter than the TOEFL exam, taking approximately 2 hours and 40 minutes versus four hours to complete the test.
