It particularly depends on the country you're looking forward to. As many European countries don't ask for IELTS as a mandate whereas for UK, Canada and Australia, it's a mandate to have one of the preferred English proficiency test.

Hi Mohit,
Universities do allow applicants to submit their application forms. However, your application will not be evaluated until and unless you submit all of your test and academic scores. I will suggest you write to the university, they will guide you accordingly. Good luck.

A question which every admissions officer will ask is, why the 3-year gap? Especially, if it is a University which is situated outside India. If you do not have a logical explanation then you may not get admission. You can apply and try if you get through then good, if not there are enough good Universities and Colleges in India where you can do your Masters.

GRE and TOEFL are certainly required for admission to Universities in the United States and many of the good universities abroad. Your chances of getting admissions are very poor if you do not intend to take these tests.

If you are planning to study in USA, it is TOEFL and for rest of the countries, it is IELTS.
