In this case, they won't be top universities but bottom or mediocre universities. Either, you can check universities in countries like Finland, Slovenia, Czech Republic, Greece etc. These are not the very top most countries but affordable. There is no guarantee moreover that they won't require any of these tests. Or you can check university pathway programs in Canada, Australia and New Zealand which can give you admission. I did not understand your question, universities won't give you GRE or TOEFL preparation and how good you perform in your GRE or TOEFL won't depend on the university.
