You need to contact college authorities with a notarized affidavit that you have lost or destroyed TC irrevocably. In some cases college may ask for an FIR copy too. Give an application in prescribed format with prescribed fee & you should be able to get it.

Hello Shirish, you can get transfer to another Diploma college of the completion of your first year examination. You should approach the administrative department of you are institute and seek information and knowledge about the procedural aspects of the issue. You may need to obtain certain Certificate and submit documents. They will guide you in a proper way
