The final year candidates are allowed to appear in UGC NET examination. However, they need to have their final year mark sheet at the time of getting the NET Certificate. No your not eligible for UGC NET because for giving NET exam you have to complete your PG degree in any course and PGDM is a Diploma not a graduation degree.
