Due to current situation (COVID-19), there is an uncertainty about admissions with international universities. It is not advisable to travel for at least year. Most of the universities have shifted their session to online till fall and once the universities are fully functional that too is expected sometime in December, the universities will give preference to local students.
There are some universities in India which offer international degree in India, you can consider them. IILM Undergraduate Business School, Lodhi Road, New Delhi offers international degree while students studies in India. The Undergraduate programs offered by IILM

No, B.Sc. Hons. in Computer Science is a three year course, while B.Tech CSE is of four years. Hence, both are not equal. B.Tech CSE or other stream students are eligible to apply for GATE, UPSC-IES, etc. While B.Sc. Hons. are not eligible for these. Hence, both the courses are not equal.
