You will need to check the information with the college where you wish to apply for. Changing college with the same course shouldn't be a problem as far as colleges within the same university are concerned. But, I am not very sure about course change from one country to another. So, would suggest you to get in touch with the university where you wish to admission in.

Depends on your interest as all Specializations offer nearly same packages and job opportunities. Finance is the most common and asked for in Industries. And Operations also helps very much in a job. HR doesn't have the same promotion opportunity as others, but is also in constant demand. Rest are good to but are industry specific.

Companies did not ask where you have studied, if you have good skills and techniques that it want. If you are good enough to satisfy the company, then you will be in reputed MNCs.

Hi,
You can report your IELTS scores to many universities, it is obvious a student won't apply to just one university but to several to have maximum chances. However, you cannot do MS and MBA both from two different universities!

Hi,
You have to take IELTS to meet the English language requirements. No other test is required as such but you must have scored around 80% in your 12th.

Hi Prateek, MBA admissions from top universities will be more competitive compared to MIM. You can check universities like HEC Paris, IE Business School, INSEAD France, IESE Spain etc.
