You can check with British Council and Commonwealth Scholarships to study in UK, check their websites for eligibility and deadlines, they have online application process. You may also consider education loan but it is doubtful banks will fund you for studies in vocational courses. Check Credila Loans.

This is always a confusing question to students to choose between September intake or January intake, I say it completely depends on your choice and also depends on what actually you're looking for, be sure with your expectations, Decide yourself with your requirements and plan accordingly, Personally, I feel September intake is better.

Yes, you can though they will ask you to provide a personal statement justifying your interest and knowledge and career plans in the desired field. You should also check the entry requirements on the university websites.
