Normally, they do accept Diploma for entry into Bachelor's degree courses. You will find the requirements on college websites, it is difficult to mention names since there are so many. You must take the IELTS also.

Please check for your Eligibility to apply for this course from the criteria mentioned below:
Candidate must be a graduate in any discipline from a recognized university.
Note: students who have completed 10+2 or graduation through Open University with no prior qualification in prosecuting are not eligible to apply.

You just have to start researching and learning about university admission requirements. 20 attempts and 8 backlogs is a big number, considering your final CGPA is also not very high admissions in top rated universities will be a challenge. You can search for programmes in UK, Poland, Ireland, Italy, Spain, Australia, Malaysia, etc. Expand your search and explore. For any doubts never hesitate to email the universities. Work on your personal statement, a very good SOP can work wonders. Recommendation letters are also a huge impact factor. IELTS or TOEFL score, GRE also matters. Keep searching.

The score requirements vary from college to college but you should always aim for a first-class position. 70% and above is ideal. Below 50% is not accepted.
