For study purpose, both London and Canada are very good options. However, if you are looking from job perspective I will vote for Canada as UK or hub London is very tough with international graduates now.

Yes you can pursue your B.Tech but you must clear your IELTS first and also check for university admission requirements to see if you have enough academic grades. More than 60% is recommended.

It is the best if you know where your interest lies, both the fields are different so figure out which could better suit you. Also, UK has tough job rules so limited scope here.
