4 is a very low score. You should retake your IELTS . You can also check the university websites for English language foundation programmes. Every university offers such foundation programs for international students not meeting IELTS requirement. Check British Council website too.

For study purpose, both London and Canada are very good options. However, if you are looking from job perspective I will vote for Canada as UK or hub London is very tough with international graduates now.

Yes you can pursue your B.Tech but you must clear your IELTS first and also check for university admission requirements to see if you have enough academic grades. More than 60% is recommended.

I suggest you choose normal Marine Engineering only. Other fields such as oceanography, marine architecture nautical Science etc have less potential. Once you obtain degree and certification, then any shipping line can hire you.

If you want to do job in USA or UK then you should take either computer Science engineering or electronics engineering. There is more demand of these engineers in today's time.
