Opt for the USA.
There are two types of schools in the US: private and state schools. As the name suggests, private schools are very expensive and state schools are cheaper in terms of tuition. There is a significant difference in fee between private and state schools. State School : University of Houston, Houston, TX.
Private School : Carnegie Mellon University for MS
Private School : Worcester Polytechnic Institute(WPI), MA
Private School : Marquette University, Milwaukee, WI Graduate tuition
List of entrance exams for MS.

You should opt for the UK. There are a lot of disadvantages when we compare the UK with Ireland as Ireland is a small country and it is very hard to get a part-time job even in Dublin. The reputed universities are mainly located in the UK. Another fact we can consider is that European headquarters of Google, Facebook, Apple, Intel, Dell, AOL, Paypal, Microsoft, and eBay are in Ireland.

It depends where you want to work. If you are planning to work in London, it is going to be tough as they don't prefer international students and also work permit options are tight.

Hi Shweta,
Unlike in India, you must be accepted by a research supervisor in foreign universities to pursue Ph.D. Requirements and process also differ. You need to rigorously and excessively research on universities offering research work in your area of interest, email them and also share your research proposal or interest with them. Keep checking the websites for admission notifications and apply. Universities in US will require a GRE. Overall expenditure also varies, most Ph.D programs in US are funded and they offer full funding or on-campus research assistantship jobs. This is not so in UK anr Europe and the fee may range from 100

Hi Ashish,
You can apply for a visa after you have the admission offer from an university in UK. You cannot apply for a student visa without the offer in hand. IELTS score requirements vary, if you have at least 5.5 in each section with 6 overall you can apply to most universities/colleges however check the requirements on their websites. In addition to the IELTS you must also check the 10+2 score requirements. Good universities require good grades. You haven't mentioned your grades to comment on the same. All the best.
