You can work in UK while studying, you will be allowed to work for 20 hours per week. Exact working hours will be mentioned on your passport. Communicating with the university is also necessary, always write to them for any doubts.

UK Visa and Immigration (UKVI) requires you to have a budget of at least £1,265 per month to study in London (in addition to your tuition fees). In order to apply for a Tier 4 visa, you will need to show that you have £1,265 for each month of your course, up to a maximum of nine months. This means that if you will be studying in London for a course lasting nine months or more, the maximum amount that you will need is £11,385 apart from your tuition fees. Congratulation on the scholarship that you have received or your further education in the UK and regarding your query about the Chevening scholarship for which the selection criteria is aimed to identify "high-calibre graduates with the personal, intellectual and interpersonal qualities necessary for leadership. However No, you can't apply for a Chevening Award if you have previously received funding from another UK government scholarship programme.
You can visit the Chevening website where they have clearly stated about the same too

If you have heard about the UK work permit issues, you will know that Canada as of now is a better option. International students are granted work permits of 2-3 years and also have options to apply for PR. You must however have necessary credentials and skills to get a job.

If you are coming to study a full time Bachelors or Master's degree in the UK, you will need to acquire a tier 4 visa to do so. The University that you are going to study with will provide you with guidance on how to apply for your visa as well as the necessary documents for the application.
