It is important for the international students to submit atleast a scanned copy of their transcripts, failing which the application will not be evaluated. Once your admission is confirmed to the university for an MS or PhD course, you can mail or bring the official document to the university a day before your semester begins.

There are various other factors important than the GPA such as research experience, quality of letters of recommendation, and statement of purpose which may be evaluated while scanning your application. But as per records, the students who got admission at the university had a high GPA. It should also be noted that GRE scores are no more required for pursuing a PhD.
