The admission will start in the third week of June for correspondence courses. Also, the course is provided by Institute of Distance & Open Learning, Mumbai University. You can refer to this webpage for the information http://mu.ac.in/portal/wp-content/uploads/2014/03/admission-notification-3.pdf
I would advise you to keep a tab on the university's website for the notifications.

One needs min. 60% marks to apply for this course. So you are not eligible to apply.

Yes, University of Mumbai, Fort Campus has mass communication and media studies course. Some of them are-
1. B.A in Film, TV and New Media Programme
2. Certificate course in Radio jockeying
3. M.A in entertainment, Media & Advertising

The full time course starts in the month of June, for which admissions start in the month of mid may. You need to be a graduate in psychology to be able to apply. There is no entrance test but selection is done on merit basis.

Here is the eligibility for this course:-
Bachelor's degree in Science (B.Sc) with minimum 50% marks. However, whenever stipulation by MHRD/UGC/Statutory Authority is higher than 50% the stipulated % shall be followed B.Sc final year appeared candidates may also apply provided they have obtained at least 50% aggregate marks in I & II- year B.Sc exam.
Candidates should not hold any other job during the period of training, or join any other training program
