You have to apply through the UCAS portal. The deadlines are mentioned and required documents too. Oxford is very competitive and admits highly academical students. You must have not less than 75% to be eligible to apply. IELTS is also required, check the department website for specific entry criteria.

Excellent grades during your bachelor degree is required with an upper first class, around 75% and above. GRE is also required. You must also take your IELTS, a score of 7 is typically required. The normal requirement for M.Sc is Bachler degree with 45% for SC/ST and 50% for others. If you have above criteria, then you take admission in anywhere for M.Sc as per my knowledge.
