In the UPSEE counselling, for the upgradation, when you are allotted a seat, you will get the upgradation tab, there you can apply for the same.

There is a rural weightage, for that, you have to fill your rural address and then you will automatically fall into the rural quota.

No, you can't. It is too much rank for get admission in CSE branch. Now, you may choose other College or other branch. Otherwise, you will give this exam again in next year. All the very best.

You can go for direct admission, if you didn't get seat in UPTU counselling. They won't give you can in some cases, but you will definitely get other branches.
