No, you can't get admission on the basis of UPSEE scorecard. You have to take admission on the basis of JEE Mains scorecard. HBTU is no longer apart of UPTU since 2017.

There are many good government and private colleges under UPTU ie.
1. IET Lucknow (government)
2. BIET Jhansi (government)
3. Knit sultanpur ( government)

Yes, HBTI is no longer a part of UPTU since 2017 and it is taking admission on the basis of Jermaine scorecard.

HBTI-Kanpur is no longer a part of UPTU since 2017. Now, it has become a university. If you want to get admission in HBTU, you need to clear JEE Mains with a descent rank to get admission in descent branch.

Getting IET at this rank is not possible as your rank is too high. For that, I'll prefer you to opt any other govt college or if you want IET only then you can wait till the spot round of the counselling.

At this score, you can only get into the private colleges and that also in the top 20 colleges and not in the top 10 colleges of UP.

Yes, you can get the low ranked colleges at this score if you want to the top private colleges. Then, you can apply for the management quota seats only then you will be able to get into a reputed institute.
