Hi Abhishek,
Your rank is good you can get some of government colleges which are not so good because the best government college counselling goes up to 300 only last year. So fill the counselling form, may be this year you will get a good college.

Yes, you can get any branch in and top government college but there are less chance of getting IET Lucknow with CS and IT branches so you can try other top UPTU colleges also.

Yes, Aadhar Card is an authentic document and your address mentioned in it is your permanent address and it can be used as your address identify domicile proof.

At this rank you will not able to get into JSS, Noida for CSE. The cutoff is around 6-7 thousand general rank for CSE branch in JSS.
