Hello Deepak,
In the counselling process till last year, it was like in first round, a seat is given on the basis of general open rank and from further rounds of counselling, the first category is considered and then in following round, sub-category is taken into account.

No, in counselling, you can apply in every college and in every stream but it depends on you which stream you are interested in studying, so it's better to apply for the stream in which you have the interest. Good luck.

The counselling for UPSEE 2018 will be conducted from 25th June onwards and the registration for the counselling will start from the same day. Good luck.

With your OBC rank, you definitely have a chance of getting a government college. Keep an eye on counselling, it might take the last round but you are going to get it. Good luck.
