IET-Lucknow is now on the top after HBTI has withdrawn itself from UPSEE in government colleges and after that KNIT-Sultanpur is the best option followed by Buldenkand University. These are the government institutes and in private, it is always fluctuating sometime ABES is on the top and sometimes JSS and AKG bag the top ranking.

Family Income Certificate
Domicile certificate
10th and 12th mark sheet
OBC category certificate
Migration Certificate
Transfer Certificate
Character Certificate
Fitness Certificate.

Yes, of course, JEE ranks are just for percentage scholarships within 1 Lacs. Above that it all comes down to 12th percentage. I. e. 65% overall with atleast 60% in PCM.

Fee waiver students are given concession in academic fees and their academic fees are waivered off, also UP government gives scholarship to the students to go for higher studies in UP colleges. To have complete information about the same then, you should see the UP government site And AKTU website.

HBTI is no longer part of UPTU. You can't take admission in HBTU on the basis of UPTU. You can take admission on the basis of JEE Main marks.
