No, you are not needed to register in every round but every time you have to choose your option college and you have to pay first the registration fee if you are not getting any college then your registration fee will be refunded.

UPES is not a government college and fee of UPES is also to high and UPSEE is a government college and fee is minimum so if you want to study in government college the you may go to UPSEE as your rank is good then you get good college.
