For getting government. Engineering Colleges through UPSEE in OBC category, Your UPSEE marks should be above 350. So government. Engineering colleges are difficult at this score.

It is tough to get CS in RMLAU with rank 48k but you get other than CS easily. but after the first year you would have a opportunity to change your branch by getting more than 70% in first year.

Yes, you can. Subjected to the acceptance of desired Engineering College. Further you should not have any backlogs in your previous semesters. Please ask to you HOD regarding this.
