Hi,
Government organization gives study leave after you have completed minimum years of service (3-5 years) that when you have completed your probation period. There is nothing like UPSC leave, the government gives study leave for academics/professional enhancement, but many people prepare for this exam apart from completing some professional degree. So, it is up to you how you use this sanctioned kind of sabbatical.

You are advised to do BA Hons Economics and then appear for Civil Services Examination conducted by UPSC. It will not only help you to crack Civil Services Examination but also help in service career to define India policy framework and grow in career as an IAS.

UPSC is certain branch with limited number of attempt. So you should take it as second option.
So, do MBBS after that you can try for UPSC.

The best books to prepare for UPSC are:-
Indian polity by Laxmikanth
Geography of India by Majid Husain
Indian Economy by Ramesh Singh
A brief history of modern India by Spectrum
General Studies based on NCERT Syllabus
Certificate Physical and Human Geography.

Yes, You can do it after engineering.
Through the distance mode: IGNOU
If you want to do in some prestigious institutions:
By joining in college: JNU in SSS(School of Social Sciences) or SIS (School of International Studies). The latter will focus more on IR.
There are many other good institutes like DU, Central Universities soon. For both of these after applying you have to write an entrance test.

For Master's degree, you can go for engineering or MBA. You can choose your Master's degree according to your interest. M.Tech would be better as through GATE you can apply for government jobs.

Both BBA and B.Com are equally good degree courses for UPSC preparation. BBA being a bit lighter course in comparison to B.Com will provide you more time for UPSC preparation and coaching.

Hello,
As your main focus is on UPSC, you can opt for any minimum level graduation. The basic requirement of UPSC is to have a bachelor degree. Which degree do you have doesn't matter for UPSC. So, you can opt for B.Com or BBA as these are the minimum level graduation which requires only 3 years. Further these courses don't put so much pressure on students. So, you can easily prepare for UPSC as well.
