Some of the popular ones are: Bharat IAS and KAS Coaching Centre, Global IAS Academy and Himalai IAS center.
Further, it also depends on what specific subject you are targeting. Please give due diligence to both GS and optional subjects while selecting the coaching center. As of now, no coaching center can be an ultimate panacea, a lot has to be absorbed through numerous books and Internet. Moreover, regular updates and following current affairs will come handy while preparing for the exam. All the best for your future endeavors.

If you are pointing towards gazetted post in police services, the only way is through UPSC or State Civil Services Examination. Additionally, there are other government organisations such as Income Tax, Excise, IB, CBI, RAW, etc. where you can join without appearing in the UPSC examination. These would be non-gazetted post and you can join them through SSC and other related examinations.

Certainly, you can become IRS officer after clearing the UPSC Civil Services Examination. The examination has three parts: Prelims, Mains & Interview. You have to qualify in all the three stages and come in the final merit list to get into the services. The choice of services such as IAS / IPS / IFS / IRS is taken once you clear the prelims stage and apply for mains examination.

UPSC examination can be written in either English, Hindi or any regional languages mentioned in the 8th schedule of our constitution.

Civil services can be done with any stream. There are basically three stages of civil service exams-:
1) For preliminary –
a. First subject is general studies (GK+ current events + logistic aptitude + reasoning + all subjects studied till class 10th).
b. Second subject is optional (your favourite subject of any stream syllabus till class 10th level).
2) For Mains exam also: subjects are English or Hindi and two optional subjects.
So you can choose your subjects in 11th as per your liking and interest.
