Yes, any graduate can give UPSC or SSC exam. IES (Indian Engineering Services) can be given by B.Tech students only and IES (Indian Economics Service) is for economics passout. You have to once check for the eligibility of IES. SSC can be given by anyone.

You are eligible to apply for majority of examination conducted by UPSC but you are advised to verify detailed eligibility criterion of each examination. If you share your targeted examinations, then more specific advice can be given.

No, college background does not matter too much. If you are dedicated, you can clear easily, it's totally depends on you. You can easily clear UPSC.
