No, appearing student can not apply for UPSC ALC exam. One need to have specific education requirements like LL.B. M. B.A. MSW PG Diploma in labor law etc.

After completing the process of filling in Part-I of the online application, the candidates are required to fill in Part-II of the online application process, which consists of three steps viz. Payment of Examination Fee (if applicable), uploading signature and photograph and choice of Examination centre. And follow this step and fill very carefully!
1) Active Mobile Number/ Contact Number.
2) Active Email Address.
3) Graduation Certificate details.
4) Clear and recent Passport size photograph of the applicant.
5) Scanned signature of the applicant.
6) A valid Photo ID, which is also clearly scanned.

As per the official notification of the Uttar Pradesh Public Service Commission, the commission has changed its syllabus and it is now on the lines of the Union Public Service Commission.
