Hi,
With respect to the eligibility of the urban management course, I don't find any challenge for you to pursue that. Looking at your graduation and the Master's degree, I believe you are not certain on the career path. I would recommend that you brainstorm, discuss with your family or seek a professional counseling on the career path and decide on the future courses.

It's very nice to know that you have dreams of doing graduation after completing your diploma. There are many colleges in places you mentioned where you can realise your dream. In Gujrat, you can seek admission directly to 2nd year of engineering. Just score very good marks in your diploma. List of colleges is available on the web site.
