Hello Arshnoor,
American universities require SAT or ACT scores, students generally prepare for these exams during their high school. In India, commonly, students take these exams in class 11th or 12th. This will ensure that you don't waste a year. Anyone of these tests is to be taken, not both. Additionally, the TOEFL test must be taken by international students for English language proficiency requirements. Prepare a year before the admission intakes begin in the universities in the USA. Visit the university websites for detailed information on deadlines and the process.

UG tuition cost for international students may range from US$15,000 to US$30,000 a year in US. Costs for food and living are normally between US $10,000 and US$15,000 per year.

Hi Harsha, it is difficult to answer if you will get admission as it is a decision taken by the university after evaluating all competing applicants. A GRE score of 310 and above usually is recommended but class profiles comprises of students with varying education background. You seem to have a decent profile. Give the TOEFL and aim the CGPA of 8 to 9 as you mentioned. Try to engage in more activities like project work, a very good internship or final year project should help.

This varies from one school to another. In terms of general understanding, an MS tends to require 30 graduate credits along with a thesis or rarely an applied project. Typically, this is aimed by candidates intending to further work on a doctorate or with keen interest in research work.
On the contrary ME /M.Eng tends to be focused in meeting needs of engineering intending to further broaden their knowledge and tends to be often a mixture of engineering and business class. Go for TOEFL and get a score of at least 110 to be considered in the top universities. Rather than taking SAT you should go for ACT which is equally acceptable as SAT in all Universities. The format of SAT has recently changed and hence there are not many resources to prepare.

Not necessary, you must have the profile to get into the likes of Stanford. Ofcourse IIT, BIT etc are institutes of repute and preferred, having said that if an applicant from one of the top institutes lacks in quality profile he or she will have a tough time during admissions.

Oh come on! What do the elections in the USA have to do with your academic career? I suggest go with the USA as Canada does not have that many universities. But then, come back to India. Please.
