There is no MS degree or a terminal Masters degree, you must apply for the Ph.D in the respective field if you are selected you will start the MS programme before finally gaining the Ph.D. As an international student, you must take the TOEFL, I don't think there is a requirement for a GRE. If you are admitted you will be eligible for financial aid, monthly stipend, fellowships etc. You should check this link below for more details, email them as well

GRE would be required to study in the USA. Additionally, you must also take the TOEFL or IELTS. For Canada, Australia and UK, GRE does not seem to be compulsory, although you must take the TOEFL or IELTS and must hold a Bachelor's degree in a closely related field.

American universities require SAT or ACT scores, students generally prepare for these exams during their high school. In India, commonly, students take these exams in class 11th or 12th. This will ensure that you don't waste a year. Anyone of these tests is to be taken, not both. Additionally, the TOEFL test must be taken by international students for English language proficiency requirements. Prepare a year before the admission intakes begin in the universities in the USA. Visit the university websites for detailed information on deadlines and the process.

There is no single University which is best in all fields. Different Universities have their strengths and drawbacks. For instance, in research, Massachusetts Institute of Technology (MIT) is considered the leader but in engineering some would prefer California Institute of Technology (CalTech) or Stanford over any other. For MBA, some students would prefer Harvard Business School while others will go to Wharton School of Business. One side doesn't fit all in the field of admissions. You need to understand "fit".
