it's really great to see your dream of going abroad to study for PG. I feel either of the destinations is ok. You attempt for both and get into where ever feasible.

Your overall application should be strong if you seek to secure admission in colleges abroad as they look at various aspects of your application like UG CGPA, extra-curricular activities, academic outlook, etc. Scholarships are only awarded to students who have done exceptionally well in their academics or are underprivileged. If you want to study MS from Germany or the USA, you will have to appear for the international qualifying exam: GRE and maybe an English proficiency test if English was not the medium of instruction in your institute. Scholarships in the USA are merit based.You will be considered by a university for a scholarship at the time of application. If you are deserving they will award a scholarship. Some universities require an additional form. You can easily find this information on the university website.
