There are over 4000 colleges and universities in the US and I can assure you that there is no particular 'best'. Many universities are considered good for different things. If you can tell more about what exactly are you looking for, I can suggest some good universities to you.

Hi,
With the changes still going on with H1B visa, one can wait and watch how the things unfold. Though strictness in the visa rule has affected the inflow universities are more than happy to welcome students for studying with them.

Hi,
When you are applying through common application for the course, you may choose which 5 universities you can apply too. Once you have done that, look at their respective website for financial aid for international students and apply to each with required documents.

MIT is one of the most competitive universities in the world, to get admitted to MIT you have to be extraordinary. Not only you must excel in your academics you must be brilliant in extracurricular activities, research work, etc. To apply you must take the SAT or ACT and TOEFL. Read the admission requirements page of MIT and check the students they admit. Prepare your profile accordingly.

Very few top universities will consider your application in the US. It depends on your graduation score now. If you have an amazing score in graduation the few universities might consider your application.

Hi,
It depends on the course and with the kind of expenses MIT and Harvard have, it would be difficult to pay your own fee. Can you mention the name of the course?
