This is a sole decision of the college if they will give you scholarships or not basis your profile, your transcript, SOP etc. Most General Scholarships do not require applications but some do. Please get in touch with the college if you are required to submit any scholarship or not.

You can apply under the SPP programme, check colleges like Fleming, Humber, Lambton, George Brown, etc. Your IELTS is fine except the 5.5 score as it is important that you meet the IELTS requirement to avoid a rejection. Check with the colleges if they can consider this score or I will advice you to retake IELTS.

Yes, if it's an undergraduate degree. Also, you must check the academic requirements and not only the IELTS score. Every college has its own requirements, suggested you check the websites. Feel free to write back for any clarification.
