VJTI Mumbai gives admission for diploma courses that it conducts strictly on the basis of guidelines framed by Directorate of technical education of the state of Maharashtra. I am attaching a link that will give you all the required information about the eligibility, admission process and how it is to be done. At first glance it seems that there is no restriction on age of the candidate hence I feel you are eligible for seeking admission.

The eligibility is as below.
Candidates must have passed SSC or HSC and a diploma in engineering or technology or B.Sc or its equivalent from a recognized institution with 45% marks (40% in case of candidates of backward class categories and persons with disability belonging to Maharashtra State only).
Provided that students belonging to B.Sc category shall clear the subjects of Engineering Graphics/ Engineering.
Drawing and Engineering Mechanics of the first year engineering program along with second-year subjects.

You have to appear in any state or national level entrance exam (JEE Mains, JEE Advanced) .Pass the exam with qualifying marks so, you can eligible for admission in any government or private college.
The age limit for entrance - 18 years.
(For B.Sc candidates the limit is - 21 years.

It is very nice to see your desire to get into VJTI or ICT. These are the two premier institutes of not only the Mumbai but of whole of Maharashtra. As a result of this many students aspire to get admission here. This intern raises the cutoff marks at which a student can think of getting admission in any of these two institutes. As per the information available, for getting into any of these institutes one must aspire or one must aim for a percentile of 70 and above. Best wishes to you.

Yes, you will be eligible for admission in mechanical engineering after completion of your Diploma, but then there are rules regarding the eligibility other than educational qualification also like domicile etcetera. I will therefore advise you to visit the website of directorate of technical education of Maharashtra. Details are available about different aspects of eligibility for lateral admission in engineering courses on this website.
