Yes, you will get a seat in V R Shiddhartha College Group. But, computer science engineering will be not available or allocated with this rank. I will suggest you to apply for information technology, electronics and communications, electrical, civil.

You have not mentioned the category you belong along with state as these two factors are very important as they have a different cutoff. For general category rank, I think you should be able to get this college with 2000 rank in ECE.
