The cutoffs may vary slightly for the different types of Candidatures. Here is the latest cutoff information for Bachelor in Veterinary Science and Animal Husbandry (B.V. Sc. and A.H.) at GADVASU:General Category: 715 - 117 OBC/SC/NT Category: 116 - 93OBC/SC/NT - PH Category: 104 - 93The cut-off of the candidates seeking admission under Self-Financed, Category-II and Special Management Quota seats will be upto 120 marks.For a student holding Punjabi domicile, the marks may vary from 120 to 300 depending on the sub category of the student. 250 is a safe score for OBC Category student.

It is difficult to say for sure whether you will get a seat for veterinary in any government college with a rank of 17000 in Andhra Pradesh EAMCET.The cutoffs for veterinary seats vary from year to year and depend on a number of factors, such as the number of students who appeared for the exam, the difficulty level of the exam, and the number of seats available.

There are very low chances of getting government seat in agriculture or veterinary with 12k rank but if you have farmer quota you might have chances of getting government seat.
