Hi Hasvanth,
Here are some of the best -
California Institute of the Arts,University of California, Los Angeles, Savannah College of Art and Design, Rhode Island School of Design,New York University, Rochester Institute of Technology and Pratt Institute to name a few. Some universities do not offer master's degree and some offer only Masters degree. However you haven't mentioned your program level so do visit the university websites for program information.

Animation is a vast sector which involves lots of career options which totally depends on the creative level of the candidate I would suggest you to visit some of the institutes nearby to your place, these days whichever institute you visit tends to excite you with the infrastructure, placement commitments etc, but to be true if I have join any institute I would firstly check with the quality of the training and that could be checked only by meeting the faculties checking there experience, meeting the students personally and talking to them about the courses checking with what king of practical experience the institute is providing you

There are many good institutes in Pune, It is really tough to directly comment on which one is best among, especially in INDIA for domains like VFX where many institutes offer many types of courses for different duration for almost all the same pipeline .
We need to see the content of the course , duration, cost , infra, earlier students outputs and skill developed , in-time course completion record , certification process & delivery of certificate in time etc.
Also Same Brand has different centers and branches and unfortunately all does not perform the same . Some centers are doing great some not, in vary place to place centers to cente

No, not at all, if you have time to invest , try for some long term course ,that will cover all the domains in pipeline , starting from sketching till the post production and visual effects . It will definitely have a lot of advantage if you know drawing though its not mandatory.
