It depends more on your interest of field. VFX has more scope if you compare with later progression because VFX has started to grow its roots in recent years and demand is going higher day by day.

Not really, fluent English will be an advantage for you but not speaking English fluently will not a barrier till the time you are confident about yourself. Just be who you are and excel in the course you are doing, everything else is secondary.

Hi,I think your brother should study from some Film institute. There are many technical UG and PG courses available. To become a director he need to learn the basics of film making and editing. Also he can learn VFX side by side. The film institute's offers industry exposure and conduct workshops for practical training. Also, they provide internship experience with some film maker. This way he will get lot of exposure. I do not know which city you belong to. There are many popular film institutes in Mumbai, Pune and Delhi.
