Hello Divakar,
You have completed your Diploma after class 10th. On the other hand, the eligibility for this Diploma course is 10+2 level. So, apparently you are ineligible. However, my advise to you is "where there is will, there is a way". Remember this proverb. Diploma in many states is considered as equivalent to class 12th. Try to dig data and approach the head of the institute from where you did Diploma to give you an equivalent certificate. Once you obtain this, you become eligible. Do not lose hope, fight for your aim.

You are not eligible on the basis of 3- year Diploma course for B.Sc-Vis Com in Loyola College (LC, Chennai)
Eligibility: - Any Group in Plus Two / XII (OR) Equivalent Examination (Girls are also admitted).
The applicants who have passed the following examination should submit an eligibility certificate from the University of Madras.

B.Sc in visual communication is a 3-year full-time undergraduate course, the minimum eligibility for admission to which is the successful completion of the senior secondary certificate (10+2) qualification in science stream from a recognised educational board, with a minimum aggregate score of 50%. Admission to the course is based on the candidates performance in a relevant entrance test, followed by a round of interview. Because you have completed Diploma-ECE after 10th. Hence, you are not eligible for this course.
