It totally depends on the difficulty of the question paper of WBJEE 2018, if you have scored 60, maybe, the rank will be about within 18000-20000, maybe different, it depends on the cut-off of the year.

With 120 marks, you will definitely get a rank under 500 in WBJEE.

Now a days, the craze of engineering is very low. So, you can convert at the first counselling and not wait for the second. I think you can, but chances are low.
