Yes, you should wait for 2nd round of counseling, as you haven't got any seat in first round.
You may get a seat allotted in 2nd round.

It is quite tough to get CSE branch in this college. You can get CSE in moderate rank colleges which would not be beneficial for you, so you can lock ECE in this college.

Your rank in WBJEE is very high. And, there are few colleges under WBJEE that provide B.Pharma course. So, I am sorry to say, but your chances are zero.

I think you were thinking that you will get a seat alloted in Jadavpur University based on your SC category rank. It is false.
Admissions in JU for SC/ST category are done through the general rank. SC/ST students cut-off is different.

Little chance it is risky as your rank is not too good so if you are satisfied with you branch then you can join the college and right now lock the college for future reference.

Hello Dear,
You are not supposed to report any centre if you aren't allocated a seat in any college in the first round of counseling. Do wait for the 2nd round.

Yes, without reporting he or she can not go in the 2nd round counseling process. His or her registration will be canceled.
