There is no specialisation like IT development in management programmes but there are courses like IT management or systems that you can adopt as specialisation. Wellingkar has got its own procedure like they expect good performance in GD and PI as well as a power point presentation along with your CMAT score. So, prepare well.

Welingkar Bangalore and Christ Bangalore are decent college wher eyou may have chances, BITS pilani has higher cutoff, Welingkar Mumbai goes above 80percentile.

Yes, you can get the best college and for this you have to clear CAT or MAT exam with good percentile in CAT, at least you should secure above 90 percentile.
