YCMOU's degree and post-graduate degree courses are duly recognised and approved by the ‘ University Grant Commission (UGC)’. So, yes Yashwantrao Chavan Maharashtra Open University BA degree is valid for all the competitive examinations, including UPSC.

Hence, these courses are equivalent to the respective programmes offered by any other statutory university in India, for the purpose of employment. So, yes Yashwantrao Chavan Maharashtra Open University degree is valid for both private and government jobs.
