Hi, I would say, Chandigarh University is better than Asia Pacific Institute in terms of placement. But not much far, there is another university giving tough competition which is Lovely professional university. It also has good environment and placement records.

I don't have much idea about Punjab University so I cannot comment on it. But B.Com LL.B in UPES, Dehradun is good. You will learn a lot of things. Because the pattern of UPES academic is very nice. And if we talk about faculty then you will get excellent faculty here. You will get an excellent support from them.

Placements in CSE are nice as far as the skills of students are concerned. Also, college name plays an important role in it, still it is not fully dependent in it. CU has a growing curriculum but a nicer no. of companies visits there in search of talents.

This will depend upon a lot of things. I would try to make things as clear as I can-
1. Education - Education of trades like CSE, IT is really good at CU as CU is really responsible about the studies of these trades. Whereas for other trades, I will not really prefer CU as they do not really put in the effort for other trades. So choose according to the trade. This is a tie.
2. Campus Life - While CU campus is a mix of some students coming from villages and while some from urban areas, DTU will have mainly urban lifestyle people.
3. Infrastructure - As CU is a private university having a lot of money in its pocket and no shortage of finances, infrastructure is surely better in CU. So CU will win here.
4. Reputation- DTU surely has a much better reputation than CU because it's an old institution and has already made its reputation whereas CU is relatively new and still in the process of earning its reputation. So DTU wins again.
5. Placements - While DTU has less placements, they are generally in top companies and on the other hand in CU, the number of placements is more due to the total number of students. Both small and large companies come to CU for placements. You will get placed even if you are not that great. On the other hand, CU mostly has only CSE/IT companies or BPO companies coming to it's campus for placement whereas in DTU there are more Mechanical or Civil companies. So I will say it's a tie again in this regard.

Chandigarh University is a good option but then you have other good universities across the country like SRM, Lovely Professional University, VIT, etc. Where also, you can try for admission or at least visit their campuses to make out the difference among them. If we talk about LPU, it is one of the best universities in the country with 100% placement record. The university has been ranked really high by many external agencies. Apart from the rankings and placements, the university is having very good infrastructure and highly qualified faculty. The university sees to this that the students are able to do well in placement drives for which it provides extra inputs to the students. As is the tagline of the university "Transforming education" so they really have transformed it by offering scholarships to meritorious students thereby making quality education affordable to all. So, I feel you should give a careful thought before deciding and then decide upon this that which university you would join. Check websites for more details.
