Yes you can definitely seek lateral Admission under Delhi Technological University. Only thing is you have to keep your eyes open for the advertisements put out by DTU when the time comes for students to apply online for their entrance test.

Dear Pranjal, Every student who didn't perform well for IITs is stuck at this point at some instance that which one to prefer NITs or DTU. I guess this will help you a little bit to get out of the dilemma and make your decision. To be very precise, I would say NIT-Trichy over NIT-Surathkal, NIT-Warangal over DTU. Last year, I also had the same dilemma and I did a lot of research for that. Let us consider few parameters:
1. Academics: You can ask any DTUite, they will say professors here are not so good and same is the case with NIT-Surathkal, NIT-Trichy and Warangal, but professors there are more responsible, calm and dedicated than the ones at DTU.
2. Administration: Trichy, Warangal and Surathkal have far a better administration than DTU. Any work you have to get done in DTU from getting bonafide to a college approval for participating in any inter-college event, it is a very cumbersome task. On the other hand, in Surathkal, Warangal and Trichy these things are done easily. Employees sitting in UG section are far more cooperative and helpful.
3. Placements: DTU has an upper hand on CSE and IT placements but other branches placements are approximately same in all three.
4. Diversity among students: In DTU, you will mainly find Delhi folks around you but in NITs, you will find students from different parts of India which will help in boosting cross-cultural communications. Also students in NIT S, W & T are meritorious than in DTU probably because DTU has more seats, 85% home state quota (while NITs have 50%) defence quota, etc. Also, number of seats are increasing drastically every year in DTU which is further leading to an exponential decline of college and quality of students in the institute.
4. Ragging, site seeing and environment: DTU is completely ragging free while in NIT-Surathkal, Trichy and Warangal, you will find yourself ragged. Outside, DTU, there are many worthy places, malls, monuments to travel in Delhi and to relieve your stress during your studies, while NIT-K has got a private beach and you can have fun at Kerala and Goa. NIT-S, T and have a pollution free environment, both outside and inside campus while Delhi is very much polluted outside DTU. Good luck.

DTU is far better than the Thapar, it is so because the ranking you see might be of the Thapar in that they will always keep themselves above many colleges.
