You need to take JEE Mains and clear the cut-off set by the college for general category in civil engineering branch. The cutoffs are different for Delhi and outside Delhi students.

For CBSE and state boards, it is more than 75 percent marks or a rank in top 20 percentile. JEE Mains score should be more than 170.
