I think you should go for NIT, Trichy's CSE as NIT Trichy comes under top 3 rank list of NITs. Also, NIT Trichy CSE is more famous. If you can't afford the high amount of fee in DTU, then go for NIT, Trichy.

If you are aiming for UPSC then I would suggest you to opt for DTU as ECE/EE branch in DTU is an evergreen branch with an overwhelming response from its students in innovation/placement. Also, you will get sufficient time to prepare for UPS

No, you can't apply for DTU lateral entry program as this program is valid only for diploma holders and they have to clear LEET exam too.

Yes, you can take admission in DTU for B.Tech lateral entry program, but you need to clear the LEET exam for which application will be out in July.
