I will suggest you to join DTU with polymer science and chemical technology from Delhi technological University. HBTI is degrading day by day. Also, the reputation of DTU is very good.

Sorry but your chances of admission in DTU are 50-50 because from this year the rank system has changed. This might affect the cutoff of various courses in DTU but considering last year's cutoff you might get low preferred branches in DTU like

EEE has been omitted from DTU for 2017 session. However, it will continue for 2020 batch. I don't know the exact reason as to why it is happening.

To get admission in automotive engineering or mechanical engineering in Delhi Technological University your JEE Mains rank should be under 8- 10k. You can check previous years' cutoff for more clarification.
